Legal consultancy and court representation in complex corporate and administrative projects and litigation


Ms. Daniela Constantin manages legal projects and litigation in the corporate and administrative areas, representing for over 15 years clients from various industries (real estate, constructions, TIC), as well as from central and local authorities. During 2006 – 2019, as business lawyer in top tier Bucharest based law firms, she granted legal assistance to Romanian and foreign investors for developing greenfield projects, for energy, extractive and steel industries projects. In 2019 she founded LegalAct, as member of Brașov Bar.
Professional expertise includes:
- legal assistance in public procurement, public utilities, constructions’ law, real estate, competition, corporate and commercial projects;
- consultancy and litigation for infrastructure and utilities projects, as member of expropriation commissions for building of motorways and national roads and as advisor for various regional water operators;
- successful representation of clients in trials on financial corrections applied to public authorities which implemented EU financed projects, cases on FIDIC contracts, real estate, commercial and administrative litigation;
- assistance in front of various authorities, including the National Council for Complaints’ Solving, the Romanian Competition Council, the European Commission - DG Competition.
Education and training:
- Bachelors’ Degree in Legal Studies at „Alexandru I. Cuza” University (Iași, Romania, 2004);
- Master of Laws in Human Rights (LLM) at Central European University (Budapest, Hungary, 2005);
- Two-semester program in Business Law School of American Law (Athens, Greece, 2019) from Illinois Institute of Technology, Chicago – Kent College of Law;
- Certified Public Procurement Expert and Consultant for EU Funded Projects;
- Training for applying the EU Charter of Fundamental Rights in strategic litigation (Starlight Programme, Hertie School of Management, Berlin, Germany, 2024).
Voluntary Activities:
- Research member of the AI Policy Clinic, research group with CAIDP – Center for AI and Digital Policy from Washington DC (2023). In 2024 - CAIDP Fellow, Coordinator of UN/ UNESCO AI Policy Group and Senir Policy Member with CAIDP Europe, acting for the implementation of EU digital regulations and various Internet governance issues;
- Legal Education classes at School no. 25 in Brașov, in 2022, as part of the programme Be a Lawyer in Your School (FAST), developed by the Romanian National Bar Association.
